Bangladesh Textile Mills Corporation (BTMC) is a state-owned enterprise responsible for overseeing and managing government-owned textile mills in Bangladesh. Established on March 26, 1972, through the nationalization of textile mills, BTMC operates under the Ministry of Textiles and Jute. Its headquarters are located in Dhaka, Bangladesh. ​

Key Functions and Operations:

• Management of Textile Mills: BTMC owns and manages 18 government-owned textile factories, contributing significantly to the country’s textile industry. ​

• Public-Private Partnerships (PPP): To revitalize dormant mills, BTMC has engaged in PPP initiatives. For instance, in October 2024, BTMC partnered with Pran-RFL Group to reopen RR Textile Mills in Sitakunda and Rajshahi Textile Mills after 27 years of inactivity. ​

• Leasing Initiatives: In November 2023, BTMC received approval to lease out three closed mills—Valika Woolen Mills in Chattogram, Sylhet Textile Mills, and Kurigram Textiles Mills—to private entities, aiming to rejuvenate these facilities and enhance productivity. ​

Challenges:

BTMC faces significant financial challenges, with liabilities totaling approximately 76.54 billion taka, nearly all of which are in default. Efforts are ongoing to address these financial issues and revitalize the textile sector. ​

Recent Developments:

BTMC continues to explore avenues for modernization and efficiency. In May 2024, the Cabinet Committee on Economic Affairs approved proposals to select partners for operating two closed textile mills under PPP arrangements, reflecting BTMC’s commitment to public-private collaboration in the sector.
