Monitoring, Evaluation, Accountability and Learning (MEAL) Expert
Helvetas Bangladesh welcomes a qualified and experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Expert for its Climate Change and Sustainable Development (CCSD) program. The position will be based at Helvetas Bangladesh Country Office, Dhaka, with frequent travels to the country’s southwest coast project areas. The MEAL Expert, reporting to the Domain Coordinator – CCSD, will work for the program portfolio and lead MEAL perspectives for several projects in CCSD and the governance and rights portfolio.
POSITION KEY RESPONSIBILITIES:
- Development and implementation of the Monitoring and Result Measurement System capturing the outputs, outcomes, and impact of the program/ projects in collaboration with national partner organizations.
- Development and introduction of program/ project tracking guidelines, tools, and techniques to capture data for assessment, monitoring, reporting, and learning.
- Development and implementation of a Learning and Knowledge Management System for the program and projects.
- Capacity building of partner organizations in the MRM system and development of MRM plans, data collection tools and procedures, data processing, and reporting.
- Support joint monitoring program with the leadership from the partner organizations and mainstream learning within the partners.
- Coordination of regular progress reviews towards targets inscribed in the logical framework.
- Facilitation of development of analysis, evaluations, surveys and review designs, and impact assessment studies.
- Facilitation of learning and reflection with and among partner organizations and support partners’ leadership in facilitating capacity-building initiatives.
- Lead knowledge management portfolio of the projects and ensure knowledge dissemination jointly with the partners to the local, national, and global stakeholders.
- Analyze monitoring and evaluation findings and recommendations and ensure learning and accountability according to monitoring, evaluation, accountability, and learning framework
REQUIRED QUALIFICATIONS:
- Master’s degree in a social science discipline, preferably in Sociology/ Anthropology, Development Studies/ Climate Change & Development/ Economics/ Statistics, and any other relevant field.
- Minimum of 5 years’ experience in MEAL, preferably in the non-profit sector with national and international NGOs.
- Minimum of 2 years of experience working with multiple projects and programs/ shared roles for M&E/ MEAL
- Minimum one year of experience in people management/ technical guidance through a matrix relationship.
- Skilled in independently developing and implementing different monitoring and evaluation tools/frameworks.
- Skills in operating MS Word, Excel, PowerPoint, SPSS, KOBO, ODK, or others.
- Knowledgeable and skilled in virtual applications and different technologies for digital communication.
- Good knowledge and experience in data management and report writing.
- Good communication, facilitation, organizing, and report-writing skills.
- Knowledge and experience in the Climate Change program would be an added advantage.
OUR OFFER
An employment contract is initially up to 31 December 2024, with the possibility of an extension. In addition, Helvetas offer an attractive salary package along with other benefits such as seniority bonus, festival bonus, provident fund, gratuity, medical insurance and communication allowance. Additionally, Helvetas has 2 days of weekend, 25 days of annual leave, 15 days of sick leave yearly, maternity/ paternity leave, and public holidays as per the policy.
