Realizing the importance of higher education for the overall development of a nation, Alhaj A. B. M. Mohiuddin Chowdhury conceived the idea of establishing a center of excellence for higher education and learning in Chittagong and initiated needs    assessment in 1998. Later on, a project proposal for Premier University was submitted to the Ministry of Education of the People’s Republic of Bangladesh in May 2001. The proposal was approved by the Government of Bangladesh under the Private University Act, 1992 (amended in 1998), and the Bangladesh University Grants   Commission (UGC) approved the curricula of Premier University. Thus, this university came into being on 5 December, 2001 and started its academic programs in 21 January, 2002.

The infrastructure of Premier University is so rich that it is regarded as one of the most advanced modern private universities i Bangladesh, However, it has restricted itself  to offering four-year bachelors and two-year masters degree in a limited numbers of subjects. They are Business Administration (from the year 2002), Computer Science & Engineering (from the year 2002), English Literature & Language (from the year 2004), Law (from the year 2004), Economics (from the year 2006), EEE (from the year 2007), Mathematics (from the year 2013), Chemistry (from the year 2013), Sociology (from the year 2018). As the university grows and institutional capacity is built up, new subjects and disciplines will be added. The University will eventually offer M. Phil and doctoral programs and researches will be undertaken in all subjects.
