Habitat for Humanity International (“HFHI”) is a non-profit faith-based organisation dedicated to eliminating substandard housing and homelessness worldwide and to making adequate, affordable shelter a matter of conscience and action. Habitat for Humanity is founded on the conviction that every man, woman and child should have a simple, decent, affordable place to live in dignity and safety. Habitat for Humanity International’s Bangladesh office (HFHB) is currently looking for interested and qualified candidates for the following position.

MEAL Officer

Works location Cox’s Bazar Field Office

Purpose: Under the overall guidance of Program Manager and technical supervision from MEAL Specialist-National Office, the Monitoring and Reporting Officer will contribute to the effective implementation of the HFHI MEAL policy, ensures that standard monitoring and reporting requirements for Cox’s Bazar program are met, and participates in the conduct of thematic and crosscutting evaluations. S/he will be responsible to ensure that project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
The MEAL Officer will also support in assessing Cox’s Bazar program quality, track results and apply the monitoring framework as set up in the project document in line with prevailing HFHI internal monitoring and reporting guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.

Main responsibilities: The below list of responsibilities is not exhaustive; other tasks may be required to adapt to operational needs. To achieve the overall and specific position’s objectives the MEAL  officer will perform the following tasks and undertake the following responsibilities:

Ensures the implementation of HFHI monitoring and reporting policies and strategies at Cox’s Bazar

  • Provision of regular update and input in monitoring of Cox’s Bazar program activities, to assess overall project implementation with respect to project objectives, outputs and indicators;
  • Provision of effective troubleshooting, suggestion for corrective measures to be undertaken, and make arrangements of technical assistance to HFHI Cox’s bazar team as well as implementing partners based on results of monitoring, where necessary
  • Timely HFHI and ISCG sector reporting arrangements are in place and being implemented to ensure that the reporting requirements are met in a timely manner.
  • Timely collection of information and drafting of ‘human interest stories/case studies’ of persons in coordination with impacted by HFHI supported programming in the Refugee camps and host communities.
  • Provision of guidance to implementing partner at Cox’s Bazar and serves as focal point for MEAL in line with HFHI monitoring and reporting policies, procedures and practices;
  • Maintain individual project and combined database, data verification and analysis of data related to the project at the district levels;
  • High-quality data presentations, data maps, statistical spreadsheets for internal and external consumption: government, ISCG, UN etc.
  • Effective showcase to external stakeholders on progress made and impacts delivered

Ensure effective support of the implementation of monitoring and evaluation plan and address cross-functional issues:

  • Provision of support to HFHI Cox’s bazar team and implementing partners and serves as focal point for M&R in line with HFHI evaluation policies, procedures and practices
  • Provision of input for the Program Manager on the needs for evaluation based on the donor agreements.
  • Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators;
  • Support to Program team to conduct process monitoring including developing monitoring tools, tracking and updating the progress.
  • Ensure gender and inclusion considerations are integrated into monitoring and reporting activities. Coordination with the project team, project board and the stakeholders to ensure smooth conduct of the evaluation;
  • Provision of high quality of data and strategic inputs for improving the existing MEAL systems.
  • Timely implementation of evaluation recommendations.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting:

  • Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy
  • Established system and updated documentation of research reports, studies and evaluations are maintained. This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc.
  • Facilitation and participation in results-oriented monitoring and evaluation training efforts.

Accountability:

  • Ensure compliance with the HFHB policies and donor guidelines
  • Ensure compliance with the HFHB accountability framework
  • Ensure that complaints are recorded in an official database, processed so that people receive an appropriate, timely response.

Requirements:

1. Education

  • Minimum Graduation preferably Master’s degree y in Development studies, Economics, Statistic, Business studies or other relevant fields of study

2. Experience

  • Minimum 3 years of experience under monitoring and reporting/ documentation roles preferably in Cox’s Bazar humanitarian response context.
  • Candidates should have experience also in areas such as housing, WASH, disaster risk reduction, the Rohingya response, livelihoods, and other related sectors.

3. Competencies

  • Proficiency in the use of Microsoft Office and data management and analysis software.
  • Experience working with International NGOs, UN agencies, local authorities in refugee settings in complex emergencies.
  • Very good documentation and reporting skills;
  • Very good communication and representation skills both in Bangla and English;
  • Adaptability and ability to re-prioritize according to the changing context;
  • Able to work effectively and creatively within a team;
  • Ability to manage sensitive and confidential information
  • Proficient computer skills in Microsoft applications including Word, Excel, Outlook, PowerPoint,
  • Ability to work under multidisciplinary and multicultural environment
  • Excellent negotiation and networking skills with media and relevant stakeholders 

Salary:

(Negotiable based on competency of the selected candidate with all other regular benefits as per organizational policy)
