SENIOR PROGRAMME OFFICER

The role:

The Securing Rights of Women Domestic Workers in Bangladesh project (in brief: Suniti Project) aims to improve the well-being of women domestic workers in Dhaka by enabling them to access their rights to decent work as defined by the ILO. This seven-year project builds on the momentum of the 2015 Domestic Worker Protection and Welfare Policy, which recognizes domestic work as a profession and extends rights and protections to domestic workers. The ultimate goal is to increase the social and economic well-being of women domestic workers.

The Senior Programme Officer will ensure effective program and project implementation by coordinating with stakeholders, enhancing partner and staff capacity, and achieving results. It involves collaborating with government departments, initiating advocacy, and engaging with the private sector for community income and employment. Responsibilities include monitoring progress through a MEAL framework, documenting achievements, managing knowledge, influencing public policy, and ensuring program quality and accountability.

What we are looking for:

Oxfam in Bangladesh is looking for a candidate who cares about Oxfam’s mission towards a just & sustainable world without poverty and is personally aligned to our feminist principles and values of empowerment, accountability, and inclusion in all you do.

An ideal candidate for the role will also be/have:

  • Minimum of a master’s degree in social sciences or a related field.
  • At least 5 years of experience in partnership management, program development, and implementation at reputable national or international development organizations.
  • At least 3 years of experience working with women workers, the informal sector, or women’s economic and social leadership development in an urban context.
  • Experience in monitoring and reporting on partner-level implementation and tracking budget expenditures.
  • Ability to produce quality reports for internal and external donors.
  • In-depth knowledge of women’s economic empowerment, the informal economy, labor rights, private sector engagement, skill development, resilience, rights-based approaches, community development models, and social/economic/gender power dynamics from community to national levels.
  • Strong communication, facilitation, presentation, and representation skills.
  • Ability to work under pressure, make decisions, and handle multiple tasks simultaneously.

Job type: Fixed Term, Contractual.

Salary & Benefits: as per Oxfam National D1 pay band, starting annual salary for this role is 1,462,326.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
